Can tags for new equipment be added later to match?

Yes. Send the earlier order reference with the new asset rows. The approved layout stays on file with that order, so later tags follow the same line order and letter size. A change of material, size or attachment method is quoted again before anything is made.

Who should supply the equipment tag list?

Whoever owns the asset register. Export it instead of retyping it, and keep IDs as text. Include the surface each tag attaches to and whether it sits near the manufacturer's data plate, because a custom tag should never cover that plate or a safety label.
